Subject: Does PCI DSS improves, worsens or has no impact on the
overalll state of information security, across all organizations?

Argument:  PCI DSS helps improve security for organizations that
previously had no incentive to improve their security. Since such orgs
constitute a large majority, overall PCI DSS has a large positive
effect. Possible "distractions" due to PCI are much smaller in scale
then the above benefits.
